Development Tracker Not Working

I've been working on the development tracker function all week with no luck. Sparky's works fine, but for whatever reason, it's not working in BTI. If you have any suggestions on how to fix, please let me know.

I am new at the commish game, and learning this stuff on the fly. I haven't tried any utilities yet, but with the other setup stuff I have been doing I find it is usually either a typo, or I breezed over the instructions thinking I knew what I was doing.

Check every letter, read every word. That's my advice.
